Last colonial spatial plans for Hong Kong: Global economy and domestic politics
This paper focuses on the Hong Kong Metroplan of 1989 and the Port and Airport Development Strategy, also of 1989, the last colonial spatial plans. Their formulation, implementation and effects are related to Hong Kong's past and future economic performance. It is argued that these plans represented a basic change of direction in policy conditioned by the China-UK agreement. The construction boom arising from these developments created high numbers of employment opportunities, which, it is argued, had the effect of deflecting dissent over the transfer of sovereignty.
