Sustainability and Australian Coastal Shipping: Some Issues
This paper raises the issue of coastal shipping as an addition and/or alternative to the environmental unfriendly land-based transport operations. It investigates changing government policies relating to coastal and short sea shipping adopted overseas. It points out that Australia’s freight task is somewhat different with its long coastline, cabotage restrictions and high operating costs which has meant that shipping is now confined primarily to carrying bulk cargoes; ones that cannot be carried by land transport. The paper investigates whether and under what conditions coastal shipping can become an effective transport mode for non-bulk cargoes and raises some issues that must be addressed in order for it become a viable alternative.
