Urban planning for ethnic minority groups: A review of initiatives taken by Leicester city council
This paper looks at the experiences of Leicester City Planning Department in catering for ethnic minority groups. The Department's broad range of racially aware policies are seen as important in the context of a low profile for the issue in the profession, but compared critically with recommendations from progressive planners. The committee structure, monitoring of planning applications, understanding in the system, action on shopping and places of worship, and training schemes are reviewed in turn. Many of the criticisms of Leicester's work result from a widespread failure to resolve dilemmas created by cultural diversity rather than inadequacies of the Department's practices.
