How can the concept of equity be incorporated into local planning decisions? Five equity concepts are discussed here. Then a service analysis framework is described. Methods are explained for relating alternative equity concepts (especially equality, need, and demand, separately or in combinations) to the framework for analyzing the distribution of urban services. The approach recommended here is especially applicable to decisions about incremental additions to, or deletions from, service distribution networks.
