The purpose of this paper is to extend our understanding of government behaviour in the area of regional economic policy, in the case of the Netherlands. It investigates the role of economic and political factors in determining changes in the implementation of regional economic policy. It is concluded that political circumstances did not play any discernable role in regional policy making. The impact of macro-economic conditions on regional policy has a long-term and a short-term component. As far as the short term is concerned, fluctuations in actual expenditure suggest a pro-cyclical effect of regional policy.
