We argue that dualism in the industrial structure, as suggested by Averitt, 1968, and Galbraith, 1967, determines stratification and segmentation in the labour market, as suggested by Kerr, 1954, Piore, 1973, and Friedmann, 1977. In recognizing this, the urban and regional economist has greater understanding of the processes of change of the last fifty years. In particular, Government and corporate policy, by replacing the pre-1914 centre industries of steel, shipbuilding and engineering with branch and other peripheral plants and firms, has led to a deterioration in the relative position of the inner cities and regions.
