Weighing Hydroelectric Options In Nepal: Some Say, “Keep It Small”
The Himalayas of Nepal give that country a tremendous hydroelectric potential. But how to develop such a resource, given Nepal's economic, political, and technological limitations? Inexamining the possibilities, smallscaLe, rather than largescale development, may offer the greatest promise. The proponents of such grass roots development include an important advisor to thegovernment, Dr. Hari Man Shresta, an Executive Director in the Water and Energy Commission. Dr. Shresta talks about the virtues of small scale development versus large scale development and explains the role of geographic, economic, and politicalforces. The government complements Dr. Shresta's position with a variety of incentivesfor small independentpower producers (100 kilowatts and less). Small scale facilities have consequently multiplied Technical expertise, however, remains in shortage and limits the present pace of development.
