The paper reviews the evolving regulatory environment of the gas industry since its privatization in 1986, and the consequences of growing competition in an increasingly liberalized market for gas. Particular attention is given to those consequences of a geographical nature, and the public policy issues that they raise. The revised risks and uncertainties of the gas supply system are noted, as is the remarkable impact of gas market liberalization upon the nature and location of electricity generation, with its major implications for the wider energy market in Britain and environmental pollution. Changes in the gas industry's regulatory regime are bringing a significant increase of industry information into the public domain, and an increased transparency in the logic underlying public decision making. The emergence of new relationships within and between the markets for gas and electricity raises questions about the future relationship between their respective regulatory regimes. These and other important issues of public policy arise in the context of a new circumscription of the Government's own ability to respond speedily and directly to some of the environmental and social challenges that stem from changes in the markets for energy. L'article examine l'évolution du milieu de l'industrie du gaz pour ce qui est de sa réglementation depuis sa privatisation en 1986, et les conséquences d'une concurrence encore plus vive au sein d'un marché du gaz de plus en plus libéralisé. On prête une attention toute particulière aux conséquences du type géographique, et les questions de politique publique soulevées. On note les risques et les incertitudes révisés de l'alimentation en gaz, de même que l'impact remarquable de la libéralisation du marché du gaz sur la nature et la localisation de la production de l'électricité, vu ses retombées considérables en ce qui concerne le marché de l'énergie élargi en Grande-Bretagne et la pollution de l'environnement. L'évolution de la réglementation de l'industrie du gaz apporte dans le domaine public une augmentation non-négligeable de l'information au sujet de l'industrie, et une transparence accrue de la logique qui est à la base de la prise de décision publique. La naissance de nouveaux rapports entre et au sein des marchés du gaz et de l'électricité soulève des questions quant au futur rapport entre leurs systèmes de réglementation respectifs. Der Aufsatz behandelt das sich seit ihrer Privatisierung im Jahre 1986 entwickelnde Klima der Vorschriften in der Gasindustrie, und die Konsequenzen zunehmenden Wettbewerbs in einem fu¨r Gas immer freier werdenden Markt. Besondere Aufmerksamkeit wird den Konsequenzen geographischer Natur gewidmet, und den Fragen o¨ffentlicher Politik, die sie aufwerfen. Die Risiken und Ungewißheiten des Gasversorgungssystem werden fesgestellt, wie auch die bemerkenswerte Auswirkung der Liberalisierung des Gasmarktes auf Art und Standort der Elektrizita¨tserzeugung mit ihren betra¨chtlichen Auswirkungen auf den allgemeinen Energiemarkt in Großbritannien und fu¨r Umweltverschmutzung. A¨nderungen in der Vorschriftenordnung der Gasindustrie fu¨hren zu einer deutlichen Vermehrung industrieller Information im o¨ffentlichen Leben, und zu gro¨ßerer Durchsichtigkeit in der Logik, die o¨ffentlichen Beschlußfassungen zugrunde liegt. Das Aufkommen neuer Beziehungen im Gasmarkt selbst sowie zwischen Gas- und Strommarkt wirft Fragen u¨ber die zuku¨nftigen Beziehungen zwischen ihren respektiven Vorschriftenordnungen auf. Diese und andere wichtige Fragen der o¨ffentlichen Politik erheben sich im Zusammenhang neuer Umschreibungen der eigenen Fa¨higkeit der Regierung, auf manche der von Umwelt und Gesellschaft gestellten Herausforderungen schnell und direkt zu reagieren, die sich aus dem Wandel auf den Energiema¨rkten ergeben.
