First some basics. We are not here talking about privatization, except in some rare cases. Privatization implies a transfer of full responsibility and of the right to appropriate income. In most cases, urban infrastructure is public for good reason. Indeed there are often overlapping justifications. What we might call the ‘negative’ reasons include the impossibility of excluding free-riders and the complex pattern of benefits (and disbenefits) that much infrastructure generates. Then there are the ‘positive’ justifications, such as the need to control the abuse of natural monopolies or the need to ensure universal access. In most instances, the case for urban infrastructure remaining in the public domain is beyond dispute.
