Financing Infrastructure — A View from South Australia*
As in other states, no formal ‘urban budget’ has been developed in South Australia: that is, there has been no attempt to identify the real costs of financing the social and economic infrastructure associated with the development of metropolitan Adelaide. However, some estimates have been made of the major capital costs of providing infrastructure to new fringe areas through the Metropolitan Adelaide Development Program (water, sewer, arterial roads, public transport, schools, hospitals and community services). The estimates cover only the seven major items of infrastructure, the cost of which is not recouped directly through charges levied on land developers. They exclude the wide range of smaller facilities and services provided to new fringe areas and similarly exclude all costs to local government.
