European Transboundary Cooperation and Its Relevance to the United States-Mexico Border
In recent years there has been increasing recognition of the need for more effective transboundary planning and cooperation in Western Europe. Similar concerns have also been raised in the context of the rapidly urbanizing and highly interdependent U.S.-Mexico border area. However, whereas considerable progress has been made through the Council of Europe in creating legal and institutional mechanisms for European transboundary policies and planning, relatively little has been achieved in this regard between the United States and Mexico. This article argues that the United States and Mexico could derive mutual benefit from the lessons gained from European experience.
