Spanish National Hydrological Plan: Reasons for its Failure and Arguments for the Future
The Spanish National Hydrological Plan (NHP) fits in with a water management model based on “supply” strategies under the expectancy of large subsidies. This paper analyzes the key factors for the foreseeable failure of this Plan. Environmental questions, because of the lack of attention to the logic and challenges of sustainable development; socio-political questions, because of the unbalanced and inequitable approach to territorial development, from an authoritarian position with a lack of real public participation; but above all, the many economic questions are extensively developed. The paper presents the results of a recent economic cost-benefit assessment on the inter-basin transfer projected in the NHP, compared to the assessment presented by the Spanish Government. The critical comparison of the two shows the errors and failings of the Government's study. The final result offers a negative balance with a Current Net Value of -3,556.338 Mη, which clearly demonstrates the economic irrationality of these transfer projects. Finally, alternative and cheaper strategies to solve the problems of the areas to receive the transfer, based on a “management demand” and “conservation” approach, are summarized.
