Landscape economics at dawn: An eye-witness account
By the mid-1970s, a number of techniques for valuing landscape existed in primitive form. An attempt to apply them to a practical decision about routing electricity transmission lines in the Scottish Highlands identified a number of practical and theoretical problems. Landscape architects offer an unrepresentative, non-quantitative and non-monetary valuation. Contingent valuation would have required excessive time and human resources. Hedonic pricing is unlikely to account for the subtle interaction of landscape components and experiences. An expedient compromise approach, using elements of landscape evaluation, game theory, travel cost analysis and cost–benefit analysis, allowed a reasoned conclusion to be reached, where the complexity of the decision was too great for reliable intuition. Helpful critiques of the approach, like the approach itself, require human mediation in the processes of formal valuation.
