As a celebration of the fiftieth anniversary of the publication of John Dower's report National Parks in England and Wales, the paper seeks to place the report and the wider contribution of its author in the context of town and country planning, as it evolved in the decades of the 1930s and ‘40s. The pivotal importance of that period is highlighted in terms of the increased scope for institutional development and more informed basis for advocacy, and the desire for a more positive and holistic approach to rural land‐use planning.
