Legal framework between Bangladesh and India for shared water resources
With increasing water demand for different sectors, it is essential to develop a comprehensive water resources plan which optimizes various water uses by reconciling the conflicting demands on a limited resource. The problem becomes even more complex when a river basin is shared by two or more countries. Without meaningful co-operation among the basin states concerned, it is not possible to develop optimal and equitable plans for sharing water between countries. The paper reviews factors influencing co-operation among basin states, outlines the legal and institutional arrangements that are essential for such co-operation and provides an historical perspective on the agreements between Bangladesh and India on the international rivers shared by these two countries. It also discusses the legal and institutional arrangements necessary to resolve the problem of shared water resources.
