Some aspects of ecological watershed management for the control of eutrophication
After summarizing the basic principles of ecological watershed management, this paper describes how the present ecological structure of Lake Biwa watershed, although now heavily industrialized, was shaped by traditional agricultural land uses. The role of watershed ecosystems — forests, wetlands, lagoons, ponds, wet and dry fields — in regulating water quality is examined. The basic requirements for environmentally sound watershed management are summarized, and the system of river cards used in Shiga prefecture is recommended. Finally, the author argues that the effects of concentrated urban development are so severe that natural recovery mechanisms must be supplemented by limited technological intervention.
