Airline safety: has deregulation made a difference?
The passenger fatality rates of United States and Canadian airlines operating jet aircraft declined by 55% to 82% in 1979–87 relative to 1969–78. Furthermore, after adjusting for differences in the two country's traffic volumes and other identifiable factors, the improvement in the safety performance of U.S. airlines operating under economic deregulation beginning in 1979 was essentially the same as that of Canadian airlines which continued to operate under economic regulation. Thus, economic deregulation appears to have had no impact on the long‐standing secular improvement in safety among U.S. airlines under improving technology and continuing direct regulation of operations and safety. However, the diversion of travellers from automobiles to airlines, owing to lower airline fares resulting from deregulation, means that overall travel safety in the U.S. has improved because of the implementation of deregulation.
