Based on the activating theory of alkali and sulphate, the influence of two or three component admixtures on the strength of high content slag cement with 70 % - 90 % slag was studied. Test results show that slag cement with 90 % slag can attach the requirement of 425-grade slag cement by using of compound admixtures. Two component admixtures lead to better action on slag cement, but early and later properties can not consider at the same time. In order to get high strength slag cement, it is necessary to use three component admixtures in high content slag cement. In three component admixtures, anhydrite and N were basic elements. The third element can be B or early-strength admixture with different components. It is attention that the value of flexural strength of high content slag cement using composite admixtures is higher than the requirement of related cement standard, which is correspondent with the produce of large ettringite. The key problem of high content slag cement is to improve the compressive strength, especially the early strength. If emphasise the improvement of early strength excessively, the improvement of later strength would be delayed. So the selection of suitable types and added amount of composite admixtures must be considered in accordance with the content of stag.
