Behavior of lifts and their use for evacuation
Behavior of lifts, particularly in the event of fire, gives guidance as to how grounding can be managed, and it is not just fire evacuation that should be considered. It is believed that all lifts should be able to "ground" to a safe floor in the event of an emergency. This would stop uncontrolled passenger use, ensure that no one is trapped in a lift and bring the lifts to a command floor, where it can be used for the next part of the scenario.
