Willow Creek Dam, located in the north central region of the state of Oregon, USA, is recognized as the world's first and oldest dam constructed almost entirely using Roller Compacted Concrete (RCC) technology. Concrete placement in the main dam began in April 1982 and was topped out in September 1982. The project became operational with initial water impoundment in February 1983. The dam has a centrally located uncontrolled gravity spillway section; the total length of the dam is 543 meters with a maximum height of 52 meters and a top width of 5 meters on the non-overflow sections. The history and problems associated with the Willow Creek Dam project and the evolution of techniques used in modern RCC construction is examined. RCC is now the material of choice for concrete dams in large part due to the advancement of knowledge and understanding of RCC as a result of the work accomplished during the design, construction and operation of Willow Creek Dam. Long term performance of the dam has been very good and after 25 years, the dam continues to perform safely and as originally intended.
