In this paper, a pavement fitted with continuously and symmetrically reinforced mesh was regarded as a normal anisotropic plate. Based on existing theories, a basic equilibrium equation of a pavement on a Winkler foundation was given. Through the expression of triangle series and by one-dimensional Fourier progression for a vertical load, the solution of the equation and the internal stress of the pavement were obtained.
