Minimizing underground construction risks requires maximum engineering effort
It has been reported recently (1) that in the UK the cost of disputes arising out of construction projects could be costing pound 750M per year. This money would be better spent on more construction work for the ultimate benefit of society. There is a continuing need to minimize unexpected conditions and costly 'emergency events' during underground construction, and the best persons to undertake this work are engineers. More success in the effective management of risk by pre-planned risk control measures will mean less money for those who make a living from disputes, arbitration and litigation.
