A platform for research: civil engineering, architecture and urbanism
One of the many consequences of global interconnectedness is the increasing importance of transnational relations in planning agendas. This chapter shows that transnational relations play an increasing role in forging both cities' policy and planning agendas, but that this role is largely dependent on local institutional strategies and on the divisions within state administrations. Social‐centered policy relations are thus neglected in favor of market‐centered ones in Hanoi, while in Ouagadougou the state and the municipality, both active in policymaking in relation to the national capital, tend to draw on differently oriented policy relations (market‐centered for the state and social‐oriented for the municipality). The chapter shows how Hanoi and Ouagadougou have developed their policy relations since 1990. It provides a comparison of these two relational policy worlds, and reflects on how Europe and North America are losing influence as providers of models of urban development.
