Duties and Responsibilities of the Water Utility Manager
By far the great majority of water utilities in the United States are small organizations in which men rise from positions as operators to managerial positions as a matter of routine promotion, usually without benefit of special training in the field of management. It is to such men that this article is directed, in the hope of clarifying what it means to be a utility manager, and what a water utility man can do to prepare himself for a position in the management and administrative branches of the industry.
