Owner Must Pay for Extension
Edward J. Lynch owned an unimproved residential lot that resulted from his subdivision of land on which his former residence was situated. The lot fronted on Walnut Street between Clifton and Glenwood Avenues. The Philadelphia Suburban Water Company had water mains under Clifton and Glenwood but not under Walnut. Lynch could not sell his lot because it lacked sewer and water service. He filed a complaint with the Pennsylvania Public Utility Commission seeking extension of the water main at the company's expense or permission to install a private line. An administrative law judge dismissed his complaint.
