A disturbing trend threatens to return the role of water conservation to that of bygone days, when it was regarded merely as a means to cope with temporary water shortages such as droughts. Water utilities across the United States, and particularly in California, are facing pressures to sell more water to increase revenues. The author voices concerns about developing solutions to address challenges to water conservation programs and maintain support in the water supply community.
