Development of a Water Infrastructure Finance Innovations Authority
This article argues in favor of a water infrastructure bank to provide a source of low‐cost capital for water and wastewater infrastructure rehabilitation projects. The article reviews AWWA's plan for structuring the bank, and lists criteria for determining eligibility of community water systems for borrowing from the bank and for the kind of projects that would be considered eligible. Also discussed are the types of support the bank would offer and the sources of its capital.
