Building Utility Partnerships and Capacity
This article discusses water operator partnerships, defined in the article as any simple or structured partnership that has the goal of capacity‐building on a not‐for‐profit basis with the overarching aim of improving and extending basic water and sanitation services to all consumers. The article discusses several fundamental advantages of the operator partnership approach, along with opportunities for securing funding, and the approach taken by AWWA's International Council (IC) to organize U.S. utilities seeking to partner with water utilities in developing countries in an effort to improve operations at these nascent utilities.
