Federal Help for Aging Distribution Systems: Tempting, But Unwise
All water utilities should have a distribution system master plan. The plan should project the utility's short‐term and reasonably longterm distribution system rehabilitation, reinforcement, replacement, and extension requirements. Based on sound engineering and economic principles, the plan would permit a utility to schedule the orderly achievement of these goals and meet the financial requirements through realistic water rates and operating surplus programs.
