One factor that has driven the recent interest in privatization is the challenge to water utilities to operate in a cost‐efficient manner while providing high‐quality drinking water and meeting customer service expectations. These are the fundamental goals for all water utilities; the method of achieving them is secondary‐‐whether through public or private ownership, through contract operations, or through various types of outsourcing. The author welcomes this challenge.
