‘Procurement’ simply means the obtaining of something by care and effort. In the construction industry, it is used to refer to the way in which a finished structure is produced. There are many ways of getting from nothing to a finished building and new ways are being devised all the time. This chapter details the key things to be considered: time; cost; control and risk; quality; size/value; and complexity. It is important to understand the basic procurement systems so that one can recognise ‘new’ systems as they come along and understand what the key points are. These are the main systems: traditional, project management, design and build, design and manage, management contracting, and construction management. These are the systems which differ from each other in significant ways. The chapter also presents a few words about partnering.
