Court Allows Outfall Tunnel
A Massachusetts Law enacted in 1973 created five ocean sanctuaries. The Massachusetts Water Resources Authority (MWRA) was created in 1984 to plan and build facilities necessary to bring Boston's sewer system into compliance with federal and state law. The central feature of the MWRA project was an outfall tunnel, which was to extend 9.5 miles into Massachusetts Bay and discharge municipal wastewater 100‐200 feet below the ocean surface.
