The Supreme Court of Arizona has ruled that the Arizona Department of Water Resources (ADWR) had the authority to impose total gallons‐per‐capita‐per‐day (liters‐per‐capita‐per‐day) requirements directly on municipal water providers, rather than only on individual end users.
