From what perspective? Distributional accounting within cost–benefit analysis
Infrastructure spending and business factors consistently rank among the top concerns of water industry professionals, yet these concerns can require difficult discussions about how to best raise new revenue and the associated bills. This research presents a method for using distributional accounting in a cost–benefit analysis to highlight diverse stakeholder interests in a transparent manner and serve as a useful tool when discussing infrastructure and revenue needs. The current work includes two case studies of recent cost–benefit valuations, including research that highlights the economic value of water, and concludes with a discussion of how specific versions of the framework are used when assessing energy‐efficiency programs. In this manner, the current research articulates one method to address the growing interest in water efficiency and the water–energy nexus.
