Personal Liability for Delinquent Charges Upheld
The District of Columbia (DC) filed claims against the estate of Julius H. Ginsburg seeking payment of about $260,000 in overdue water and sewer service charges assessed against seven multiunit DC properties allegedly owned by Ginsburg. Representatives of Ginsburg's estate denied the claim, arguing in part that under DC law such charges were not personal debts of the property owner. The trial court ruled for the estate.
