Now associated with Black and Veatch in Dallas, Texas, Henry J. Graeser was for many years director of water utilities in Dallas. His long association with AWWA dates from 1945 and includes a term as president of the association in the late 1960s. These comments are an edited version of a paper he delivered before the Southwest and Texas sections of AWWA on Oct. 16, 1984, in Little Rock, Ark.
