Billing Frequency and Customer Relations
Water billing frequency is a judgment decision having many sides. The decision is first an economic one. Under economic considerations are such important factors as the cost of water service, costs which necessarily increase with more frequent billing; working capital requirements which decrease with more frequent billing; the ability to detect line losses which decreases with less frequent billing; and, customer deposit requirements which reduce with more frequent billing. Secondly, there is a social side to the issue regarding the effect of the decisions on the elderly who are on fixed incomes and also on large families with tight budgets.
