USEPA Operator Certification Guidelines to Address Key Issues
The Safe Drinking Water Act (SDWA) Amendments of 1996 direct the US Environmental Protection Agency (USEPA), in cooperation with the states, to publish guidelines that specify minimum standards for certification and recertification of operators of community and nontransient‐noncommunity public water systems. This article provides an in‐depth discussion of the USEPA draft guidelines, including the following topics: public health objectives; antibacksliding; baseline standards; operator qualifications; grandparenting; enforcement; certification renewal; resources needed to implement the program; recertification; stakeholder involvement; and, program review.
