A city's proposed water rate structure was held to be nondiscriminatory by a Pennsylvania appellate court even though the city's ratepayers would pay 4.36 percent more than the costs incurred by the utility in providing service, thereby permitting ratepayers in other areas to pay 11.32 percent less than costs incurred in providing service to them.
