Performance Levels and Performance Objectives
This chapter discusses the performance levels or limit states, the different seismic hazard levels, and how these two are combined to define the target performance objectives, in order to determine the design of the interventions. In ASCE 41 a target performance level consists of a combination of a structural performance level, which refers to the loading bearing components of the building, and a nonstructural performance level, which refers to the nonstructural components. The seismic retrofit of a building is performed in order to upgrade it to a state that demonstrates compliance with the selected performance objective(s), that is, a combination of performance level and seismic hazard level. The seismic hazard from ground shaking depends on the causative faults, the regional and site‐specific geologic and geotechnical characteristics in the vicinity of the building. The fact that shear dominates the structural behavior has serious implications on the selection of the performance objectives.
