City‐County Cost Allocation for Capital Improvements at Baltimore
This article briefly discusses how costs are allocated both within the city of Baltimore and Baltimore County in this rather esoteric and complex area of distribution facility costs. The problem is complicated by the fact that the zone of influence method has no artificial boundaries. The McIlroy network analyzer tool is discussed.
