It seems that unless a community's water systems have recently failed or a steep rate hike is imminent, protecting and improving these systems is marginalized to a degree. When water services are consistently acceptable or better, it's much easier to prioritize the proverbial grease for other squeaky wheels. But quality and reliability have costs, and water systems that don't meet expectations in these areas will ultimately present their communities with bills that invite more than squeaking. As a nexus between service and cost, a utility should regularly communicate not just the quality of the water it delivers but also the state of its assets and any projected needs and threats on the horizon.
