How we talk about safety has been influenced by the legal framework that surrounds it. A polarised version of safety – safe/unsafe – has developed within the legislative lexicon over time, yet this has impacted how we can talk about safety in our working environment. On sites, safety is not simply safe/unsafe, but far more fluid, flexible and changing. This is reflected in how we label safety in practice, and why ideas of unsafety and danger dominate yet struggle to have meaning alongside ideas of risk taking on sites. The constant clashing between polarised safety management systems and much more fluid and changeable realities has meant that management of both safety and unsafety can be highly problematic in practice.
