Integrating Water Conservation Into Total Water Management
Today's political, environmental, and economic climate makes reliance on structural solutions for additional water sources with no consideration of demand management virtually impossible. A history of US water demand management from the 1960s through the 1980s is given, including the late 1980s US Environmental Protection Agency vetoes of water supply projects. For the 1990s, the federal government appears to be gearing up for an expanded role in establishing national water conservation policy and regulations. The experience of the past 10 years shows that water demand can be tempered. The challenge is to fully integrate the findings on demand management into long‐range water supply planning. As an integrated approach to water supply planning and methods to save water are implemented, the goal should be to develop practicable water conservation measures with accurate data on potential water savings and to set up long‐term monitoring programs to collect and confirm data on actual water savings.
