Conflicts and Incremental Change in Urban Renewal Instruments
This chapter describes the predecessors and embryos of the urban regeneration policy in São Paulo, which emerge as a mechanism of favela eviction enabled through the Interlinked Operations instrument. The mechanism functioned on‐demand for landowners, who would present proposals for Interlinked Operations to the public authority. It focuses on the contextualization and analysis of the Urban Operations Consortia (UOC). Água Espraiada UOC is fundamental to the analysis as it was the first to include a legal requirement for the production of social housing within its area of activity. The chapter presents an analytic framework for the instrument before discussing its ramifications and effects, based on two Urban Operations: Faria Lima and Agua Espraiada. Urban regeneration policies present an action strategy coordinated across a large area that demands a high number of urban interventions and that, as a rule, translates into high levels of investment.
