Developer's Rights Violated
A water district ordinance that disqualified a water board member from considering a water service application if the member received a campaign contribution of $250 or more from an applicant violated the First Amendment rights of the contributor. Although the court argued that such discrimination is necessary to prevent corruption, the ordinance is not comprehensive enough, in that it does not cover the situation when a contribution is received from an opponent of a project.
