Value Creation Through Urban Design
explores how well‐designed development can fund public facilities such as new public parks and squares and new transport provision, while enhancing the economic value of private projects. Drawing on detailed evidence from the US, Europe and Asia, it shows how the well‐established historical principle of harnessing development value for public goods provision has assumed increasing importance in recent decades. To succeed, this requires urban designers to ensure that desired collective goods are balanced against the resources produced from the development. The chapter argues that good urban design plans can enhance land value by offering policy stability and ensuring faster official approval. Allowing more building on a site is the surest way to create value to pay for public goods. To operate effectively, urban designers thus need to understand markets and financial models, appreciate the legal arrangements for land parcelling, learn about complex public–private arrangements, and master negotiation skills.
