Planning for drought
History has taught us that droughts are unpredictable but normal phenomena, not unusual occurrences. However, high costs of capital for construction of additional water storage facilities and public opposition to vast water projects preclude such undertakings. Alternative scientific and political possibilities must be examined in order to ensure adequate water supplies for the future.
