1988 National Water Rate Survey
Developing an effective rate structure for recovering service costs is necessary for operating a water utility on a self‐sustaining basis. This article discusses considerations in selecting an appropriate rate structure, the process of establishing revenue requirements and determining rates, and considerations in comparing water rates. It additionally presents an overview of a 1988 survey of US water rates.∗
