London did not have a favourable governance framework in 1991, for it possessed neither scope for strategic metropolitan planning nor integrated policy guidance from central government. This chapter reviews the role of business organisations and local boroughs in propelling an agenda for metropolitan government up to 2000 that differed substantially from the previous incarnation as the Greater London Council. It then evaluates the impact of mayoral leadership and the steady expansion of city‐wide functions since 2000. The chapter identifies limitations in the implementation power of the two‐tier government model, not least in terms of London's relationship with its wider region, but it also recognises the progress that has been achieved in city promotion.
